I read the problem space as Kolab users not being able to tell when attendees are available, and/or when attendees would prefer a meeting be held.

Sorry, I went too fast. The version is Roundcube Webmail 1.2-3.1.el7.kolab_16, chwala 0.4 (revision 1.1.el7.kolab_16 from Kolab-16 repository).
What version of Kolab, chwala and roundcubemail-plugins-kolab?

Although we can show Kolab running on a Raspberry Pi 2 Model B, and we can build an image for it for people to download, it's really just intended as a publicity stunt emphasizing the subtlety of scaling going both ways -- the Pi is very inefficient for the type of work-load and can not be taken as a serious deployment target.
A re-evaluation needs to be put in, assessing cost of implementation at the current stage, potential or likely inhibitors that exist today, and most importantly also, an estimated and realistic time-line to delivery to market of the requested functionality.

Kolab 16 has been made available released in one flavour: Kolab 16 Public Beta with the delivery mechanism being that of OBS repositories signed with community keys.
