Drop platform support in Kolab:Development, Kolab:3.5

Description

The parent ticket T49 requires we consider either to not ship iRony-0.4 series and roundcubemail-plugins-kolab-3.3 series to Kolab:Development as they require PHP >= 5.4, or have Kolab:Development (and therefore Kolab:3.5) require PHP >= 5.4.

The latter option will entail dropping platform support for Kolab:Development and Kolab:3.5 for those platforms that ship PHP < 5.4: Enterprise Linux 6, Debian Squeeze, Ubuntu 12.04 LTS (Precise), UCS 3.0, UCS 3.1 and UCS 3.2.

NOTE: this problem does not affect enterprise editions, where we are at liberty to choose to ship our own PHP version.

Since this impact development only, which is focused purely on moving ahead the state of the art, I have no objections.

from the perspective of TBits.net, we are alright with dropping support for CentOS6: we have made the switch to CentOS7 already.

Thankfully Debian Wheezy (still current stable) is already running on php 5.4 I've no problems. The only thing will likely be missing experience with systemd on centos7 ... but this is a thing every centos user has to go through.

I'm hearing already people asking for support of centos 6 + SCL repository (which includes a higher php version) ... but in the end, if someone is willing to step up and support centos6 + additional repo those people can join the community and help.
