rename: make sure quota really is a sub-quota

Not sure why this logic ever worked, but it appears to have been broken for a couple
of years. This was discovered in Fastmail production when renames to pendingdelete
(generally a shorter prefix name) were causing subfolders not to have the quotaroot
updated.
