(PUP-4017) Set parser in puppet.conf in test

Prior to this commit, the integration test which was testing the
parser setting was setting parser in environment.conf but not
puppet.conf. In order to ensure that the setting in environment.conf
is used over the global setting, set parser to 'current' in the
puppet.conf file.
