Refactor #3706 Reify eigenclasses of Applications

The Puppet::Application DSL is complicated by the fact that it operates
on eigenclasses of instances of Puppet::Application, rather than
subclassing it.
This patch reifies the eigenclasses as subclasses of
Puppet::Application.
