Description

(PUP-1552) Create new issue type for authorization

Authorization can be a tricky thing, but reporting it as a runtime error
is misleading. This creates a new FAILED_AUTHORIZATION issue and labels
the failure to authorize because of the method as UNSUPPORTED_METHOD.
