Make scheduled commands to work for all tenants (not the configured one)

Summary:

• Remove tenant context from wallet:charge command
• Remove tenant context check from password:retention command
• Remove tenant context from wallet:trial-end command
• Make data:stats:collector to collect stats for all tenants
• Uncomment unintentionally commented out scheduled import commands
