Move the docker-compose.override.yml to the deployment config

The localhost and regular setups have slightly different requirements
that we cannot model using just docker-compose.yml overrides.
By adding a docker-compose.override.yml to the deployment config we keep
the docker-compose cli functional because the override.yml is implcitly
taken into account (as opposed to -f arguments), and we can represent
the differences in the proxy config by having the proxy in the
override.yml instead of the base .yml
