Resolve woat queries via pdns

Also:

• Updated the pdns container to fc35
• Fixed powerdns query
• Run dnsmasq on a separate port and enable privileges (dnsmasq won't start without privileges)

Note: The setting the port in resolv.conf doesn't work in libc, so e.g.
dig won't work. Seems to work for php though.
