Don't use notification compression.

It seems that the timer used for event compression on the notifications
stops firing after long use (notification start piling up, and
triggerTimer reports an active timer (which would be extremely unlucky)).

The notification compression is hardly used (only for collection
modifications), so we'll try if not using the timer fixes the problem,
at least that will allow us to rule out the timer as the problem.
