ii pykolab 0.8.6-0~kolab1 all Kolab Groupware daemon and utilities

While pykolab tests for white spaces in surname it doesn't for given name. So if there is an given name entry in kolab webadmin and daemon recipient policy is set to true (default) pykolab tries to rewrite email-address to "given name@example.org" which will fail. In the effect no mailboxes are generated.
