mboxlist: use INBOX legacy flag for all new mailboxes

Without this, DELETED mailboxes don't find a parent, so when
created by syncserver they were being created as non-legacy,
and then later when a 'SYNC GET USER' was issued, the attempt
to read the annotations database would fail due to it having
been created with the user's value
