cmulocal/cyr_inttype.m4: stash CPPFLAGS the same as CFLAGS

Checked docs and there don't seem to be any others we need here.
(n.b. We're explicitly AC_LANG([C]) at this point, so CXXFLAGS
is irrelevant.)
