Translation is missing for the input field and tooltip of the "Create a new tag" command (Vergebe Schlagwort).

Input field should be empty or changed to "Neues Schlagwort".
Tooltip should be changed to "Text eingeben zur Suche oder für die Anlage eines neuen Schlagworts"
