VP9 is the modern standard that all modern browsers support, and should
provide better quality than VP8 that we ended up negotiating before.
VP9 doesn't use simulcast and needs the SVC scalability mode set.

In addition we now allow forcing a tcp connection, which prevents long
connection delays that stem from ICE attempting UDP first before falling
back to TCP.
