3 enter participant's e-mail address
4 press "Enter"

expected result:
participant is added to the list

actual result:
nothing happens

Can confirm for: Chromium Version 71.0.3578.98 (Official Build) Built on Ubuntu , running on neon 18.04 (64-bit)

it works with autocomplete when the person is already in your address book but not for unknown addressees
